Is Safe, Green Thorium Power Finally Ready For Prime Time?

So there is a trope in the engineering world that the safest reactors are the ones that are confined to paper studies, or, to put it more timely, to PowerPoint slides.

It's true that the LFTR reactors don't have the same failure modes as the pressurized light-water reactors, but they still have the same basic issue, namely that there is a very large amount of power-generating capacity in a relatively small volume. Even pebble-bed reactors [wikipedia.org], similarly touted as "intrinsically safe" during their design phase, have had a radiation-release accident -- scroll down to "Criticisms of the design" on that Wikipedia page. The lesson (which I learned from Charles Perrow and Fukushima) is that complex systems with high power densities are intrinsically hazardous, because unexpected interactions (which arise from the complexity) tend to be highly destructive (because of the power density). LFTRs are less complex, and so less dangerous, than PLWRs, and that's good, but it doesn't make them safe.

The stupid cliche you hear over and over again is true -- safety is a process. You can design reactors so that the safety process is easier to implement, but what actually makes things safe is conservative management schemes that retain the redundancy and margin for error that the process demands, and not cutting them out because of the money, or, worse, because of complacency induced by faith in the design.

There's another industrial safety joke, particularly applicable to complex systems -- accident analysis consists of filling in X and Y in the phrase, "Nobody imagined X could happen whlie Y was true."

At my high school reunion last week, I ran into an old friend. He and I had a biology class together when we were young. He told me that summer activities were a wonderful activity for youngsters, and that the best activities were science summer camps. He said that his children had attended some that were very enriching to their knowledge of science. He said that they were well worth the money that they cost, and they could meet others there.

School shooting compels entertainment changes

NEW YORK (AP) ? The Connecticut school shooting rampage compelled Hollywood to air disclaimers before violent television shows, swap some programs for others, cancel film openings and present somber specials on daytime TV shows that are usually more focused on entertainment.

The responses came in addition to news specials on Friday's killing of 27 people, most of them school children, in Newtown, Conn., by a gunman who later took his own life.

Showtime gave its viewers a special warning Sunday before the season finales of the thriller series "Homeland," and "Dexter," a series about a serial killer.

"In light of the tragedy that has occurred in Connecticut, the following program contains images that may be disturbing," said the disclaimer before both programs.

Another cable network, HBO, postponed airings of the 2012 crime thriller "Contraband" over the weekend. The film with Mark Wahlberg and Kate Beckinsale was replaced by airings of "Crazy, Stupid Love" and the remake of "Arthur," the network said.

The Film Society of Lincoln Center in New York canceled Monday's screening of Tom Cruise's violent new movie, "Jack Reacher," that was to include a conversation with the actor. A scheduled premiere of the movie in Pittsburgh had also been postponed over the weekend.

In Los Angeles, the Weinstein Co. canceled Tuesday's planned premiere of the violent movie "Django Unchained."

The TLC network postponed a Dec. 27 special, "Best Funeral Ever," about a colorful Dallas funeral home. The show, considered a pilot for a potential series, will instead air during the first week of January.

In one of the odder substitutions, NBC pulled a Blake Shelton holiday special at the last minute Friday and replaced it with one starring Michael Buble. That's because the Shelton special had an animated segment about a reindeer killing, which NBC would be removed from any future showings of the special.

It's a ritual for entertainment companies in the wake of national tragedies, noted Chris Ender, CBS entertainment spokesman: The network's series and promos are all looked at carefully with an eye toward whether any of them could be considered insensitive with the news still fresh in mind. CBS has made no changes other than doing two prime-time news specials, he said.

Fox on Sunday night replaced new episodes of its animated comedies "Family Guy" and "American Dad" with repeats amid worries they could be seen the wrong way. The "American Dad" episode featured a demon who punished naughty children at Christmas.

Several daytime talk shows, including "Katie," ''Dr. Oz," ''Dr. Phil," and "The Doctors," responded with shows Monday that were dedicated to Friday's shootings. That's unusual for these shows, which are usually taped much further in advance.

Katie Couric's show featured interviews with two families that had lost children in the shootings. In one interview, Couric asked the sobbing brother of one child killed, "Is there something you want people to know about your little brother?"

News reporters had been criticized in the immediate aftermath of the coverage for interviewing children who had been in the Newtown school during the shooting.

Both Couric and "Dr. Oz" featured interviews with spiritual leader Joel Osteen.

Talk show host Phil Graham, in addition to devoting his own program on the shooting, also appeared in Monday's episode of "The Doctors."

"Doctor's orders: Hug your family a little bit tighter today," said Travis Stork of "The Doctors."

"The View" invited ABC News' Chris Cuomo and forensic psychiatrist Michael Welner to talk about the incident. One of the show's co-hosts, Elisabeth Hasselbeck, asked Welner with tears in her eyes, "How can this happen?"

Chinese politician seen as reformer leaves post

A prominent Chinese politician seen as a leading reformer has left his post as Communist Party secretary in a major southern province, the party announced Tuesday, part of the first major shakeup after new party leaders took over last month.

Wang Yang was replaced as party secretary of Guangdong, which rivals Shanghai as China's most prosperous region, the official Xinhua News Agency said, citing a party announcement.

Xinhua gave no indication of Wang's next job, but China watchers said he is likely to be named a vice premier when China's legislature meets in the spring.

Wang, 57, is seen as a politically liberal figure. He failed to win a seat on the party's ruling seven-member Standing Committee when new leaders were installed last month but was named to the lower-ranking Politburo.

His departure as provincial party secretary comes amid a reshuffling of senior jobs as the party leadership under the new general secretary, Xi Jinping, settles into power.

On Tuesday, the party also announced via Xinhua that it had named new party bosses for Zhejiang, Jilin and Shaanxi provinces, and for the region of Inner Mongolia.

Wang was seen at Xi's side when the general secretary visited Guangdong in early December. Li Cheng, an expert on China's elite politics at Washington-based think tank Brookings Institute, said the appearance of the two together was to show the solidarity of the party leadership, because Wang is not considered to be in Xi's camp in China's factional politics.

"It's a symbol of unity," Li said.

University of Chicago political scientist Dali Yang said Yang is likely to be named a vice premier when China's legislature meets in the spring. He said the fact Wang escorted Xi on his trip was a sign Xi would lean on Wang in furthering economic reforms.

In the first public statement of their economic plans, Xi and other leaders pledged on Sunday to promote reforms aimed at reducing reliance on exports and nurturing self-sustaining growth based on domestic consumer spending.

Wang was known for giving civic groups and private business a bigger role in Guangdong, the center for China's export-driven manufacturing and a base for technology and finance industries.

"Guangdong is the vanguard of the reform," Yang said. "Anyone who goes to Guangdong is always affected by some of the openness of the area."

Last year, Wang presided over a compromise with protesters in a fishing village, Wukan, who accused local leaders of selling farmland without paying compensation.

In contrast to other protests that end in arrests, the Guangdong government agreed to hold an election last March in which two protest leaders were selected as village leaders.

The unusual outcome encouraged liberals who saw an ally in Wang, but more conservative party figures saw the compromise as a dangerous precedent for other areas, possibly hurting his political advancement.

Wang was considered a rival of disgraced politician Bo Xilai, who was removed this year as party secretary of Chongqing, a major city in the southwest. Wang was Chongqing's party secretary before Bo.

Named to succeed Wang in Guangdong was Hu Chunhua, a rising star seen as a leading member of the next generation of party figures who might succeed the newly installed leadership.

Hu, 49, was party secretary in northern China's Inner Mongolia region. He is an ally of outgoing President Hu Jintao, to whom he is not related.

Li said Hu is expected to gain experience in Guangdong, possibly in preparation for becoming a future leader of China.

"Basically it gives him an opportunity in Guangzhou, which, just like Chongqing, is very, very important," Li said. "It is for young leaders to gain experience and position them well for future promotions."

JERUSALEM, Israel (AP) ? Israeli authorities say they have put 5,000 fragments of the ancient Dead Sea scrolls online in a partnership with Google.

The digital library launched on Tuesday, with important texts like the Book of Deuteronomy, which includes the Ten Commandments, and a portion of the first chapter of the Book of Genesis, dated to the first century B.C.

It is part of a broader attempt by the custodians of the celebrated manuscripts ? who were once criticized for allowing them to be monopolized by small circles of scholars ? to make them broadly available.

Celebrations planned as Wash. legalizes marijuana

(AP) ? Legal marijuana possession becomes a reality under Washington state law on Thursday, and some people planned to celebrate the new law by breaking it.

Voters in Washington and Colorado last month made those the first states to decriminalize and regulate the recreational use of marijuana. Washington's law takes effect Thursday and allows adults to have up to an ounce of pot ? but it bans public use of marijuana, which is punishable by a fine, just like drinking in public.

Nevertheless, some people planned to gather at 12 a.m. Thursday to smoke up in public beneath Seattle's Space Needle. Others planned a midnight party outside the Seattle headquarters of Hempfest, the 21-year-old festival that attracts tens of thousands of pot fans every summer.

"This is a big day because all our lives we've been living under the iron curtain of prohibition," said Hempfest director Vivian McPeak. "The whole world sees that prohibition just took a body blow."

Seattle Police spokesman Sgt. Sean Whitcomb said he doesn't expect officers to write many tickets to the celebrants. Thanks to a 2003 law, marijuana enforcement remains the department's lowest priority. Even before Initiative 502 passed on Nov. 6, police rarely busted people at Hempfest, despite widespread pot use, and the city attorney here doesn't prosecute people for having small amounts of marijuana.

Washington's new law decriminalizes possession of up to an ounce for those over 21, but for now selling marijuana remains illegal. I-502 gives the state a year to come up with a system of state-licensed growers, processors and retail stores, with the marijuana taxed 25 percent at each stage. Analysts have estimated that a legal pot market could bring Washington hundreds of millions of dollars a year in new tax revenue for schools, health care and basic government functions.

But marijuana remains illegal under federal law. That means federal agents can still arrest people for it, and it's banned from federal properties, including military bases and national parks.

The Justice Department has not said whether it will sue to try to block the regulatory schemes in Washington and Colorado from taking effect.

"The department's responsibility to enforce the Controlled Substances Act remains unchanged," said a statement issued Wednesday by the Seattle U.S. attorney's office. "Neither states nor the executive branch can nullify a statute passed by Congress" ? a non-issue, since the measures passed in Washington and Colorado don't "nullify" federal law, which federal agents remain free to enforce.

The legal question is whether the establishment of a regulated marijuana market would "frustrate the purpose" of the federal pot prohibition, and many constitutional law scholars say it very likely would.

That leaves the political question of whether the administration wants to try to block the regulatory system, even though it would remain legal to possess up to an ounce of marijuana.

Colorado's measure, as far as decriminalizing possession goes, is set to take effect by Jan. 5. That state's regulatory scheme is due to be up and running by October 2013.

Study: Like a tree, growth rings show lobster age

(AP) ? For the first time, scientists have figured out how to determine the age of a lobster ? by counting its rings, like a tree.

Nobody knows how old lobsters can live to be; some people estimate they live to more than 100.

But knowing ? rather than simply guessing ? their age and that of other shellfish could help scientists better understand the population and assist regulators of the lucrative industry, said Raouf Kilada, a research associate at the University of New Brunswick who was the lead author of a scientific paper documenting the process.

Before now, scientists deduced a lobster's age judging by size and other variables. But it's now known that lobsters and other crustaceans, such as crabs and shrimp, grow one ring per year in hidden-away internal spots, Kilada said.

"Having the age information for any commercial species will definitely improve the stock assessment and ensure sustainability," he said after presenting his findings Thursday at a scientific conference in Portland.

Scientists already could tell a fish's age by counting the growth rings found in a bony part of its inner ear, a shark's age from the rings in its vertebrae and a scallop or clam's age from the rings of its shell.

But crustaceans posed a problem because of the apparent absence of any permanent growth structures. It was thought that when lobsters and other crustaceans molt, they shed all calcified body parts that might record annual growth bands.

For their research, Kilada and five other Canadian researchers took a closer look at lobsters, snow crabs, northern shrimp and sculptured shrimp.

They found that growth rings, in fact, could be found in the eyestalk ? a stalk connected to the body with an eyeball on the end ? of lobsters, crabs and shrimp. In lobsters and crabs, the rings were also found in the so-called "gastric mills," parts of the stomach with three teeth-like structures used to grind up food.

To find the growth bands, the scientists dissected the eyestalks and the gastric mills, cut out sections and viewed them under microscopes.

Lobsters don't lose reproductive capabilities or organ functions or exhibit signs of aging as they get older, but nobody knows for sure how old they can live to be.

"We've thought lobsters could live to 100 years old, and this new aging technique will be a way to document that," said Bob Bayer, executive director of the University of Maine's Lobster Institute.

The paper was published in this month's Canadian Journal of Fisheries and Aquatic Sciences, a well-regarded peer-reviewed scientific journal based in Ottawa, Ontario, that has been published since 1901. Kilada's was one of more than 50 scientific presentations at the conference, attended by more than 100 lobster scientists from the U.S., Canada and Europe.

Bayer agreed that this is the first time scientists have a direct method to place an age on crustaceans.

"Right now we're just guessing at their age," he said.

Kilada said he saw lobster specimens that were 16 or 17 years old during his research. He estimates that there are lobsters 60 or 70 years old living in the wild.

Susan Waddy, a lobster researcher with Canada's Department of Fisheries and Oceans, said she has kept lobsters in her laboratory that are more than 30 years old. She suspects they live to be 40 or 50.

"We know they don't live forever," she said.
