Cyprus Church leader promises help amid crisis

NICOSIA, Cyprus (AP) -- The leader of Cyprus' Orthodox Christian church vowed to do all he can so that ordinary people "won't go hungry" amid the country's worst financial crisis in decades.

Archbishop Chrysostomos II said the church's property belongs to the people, but "dignity" prevents them from asking for help. He said he has instructed parish priests to discreetly seek out those in need.

Chrysostomos said after Sunday's liturgy that the church would help create jobs "so that smiles can return to our people's faces again."

Cyprus' jobless rate now stands at 15 percent, but economists fear a significant spike in the months ahead following a financial rescue agreement with the country's eurozone partners and the International Monetary Fund that has decimated the troubled banking sector and choked businesses.

Chiropractic Management for Asthma Sufferers - Los Angeles Informer

By Dr. Donald A. Ozello DC

Las Vegas Informer

Chiropractic treatment is effective for a wide range of conditions. Unknown by many is how consistent chiropractic care helps manage non-musculo-skeletal conditions such as asthma.

Chiropractic: Chiropractic care is drug-free, surgery-free functional medicine. The primary objective of Chiropractic treatment is to restore proper skeletal motion and optimize nerve flow to maximize the body?s natural healing capabilities.

Doctors of chiropractic utilize a treatment procedure named the chiropractic adjustment or manipulation. The chiropractic adjustment is a high velocity, low-amplitude, focused thrust that re-establishes proper motion to a joint and lessens impingement on a nerve. Chiropractic adjustments can be executed on any joint in the body including the spine, ribcage and shoulders.

Chiropractic treatment balances and regulates the body. If a body system is under-reacting the restoration of proper nerve flow to the area increases function. If a body system is over-reacting the restoration of proper nerve flow helps decrease the over-reaction.

Chiropractic care is not a cure for asthma. Chiropractic treatment may help to alleviate the intensity and lessen the frequency of asthma symptoms by optimizing nerve flow, improving spinal motion and improving ribcage motion.? ? ?

Asthma: According to the National Heart, Lung and Blood Institute the definition of asthma is as follows, ?Asthma is a chronic lung disease that inflames and narrows the airways. Asthma causes recurring periods of wheezing, chest tightness, shortness of breath and coughing.?

The term asthma comes from the Greek word for ?panting.? Asthma sufferers pant and wheeze because they can?t get enough air into their lungs. Asthma sufferers often experience a burning sensation in their lungs and throat before, during and after an attack.

Asthma is characterized by inflammation and airway obstruction. Asthma is often described as a chronic inflammatory disease of the breathing airways.

The body?s immune system overreacts to the stimulus or trigger. The overactive response includes excessive mucus production and smooth muscle contraction known as bronchospasm. This combination constricts the airways.

The tubes of the lungs, known as the bronchioles, become inflamed. The inflammation constricts the airway thus blocking air from passing through and making breathing difficult.

Asthma Classifications: Two types of asthma exist. Allergic Asthma, also known as Extrinsic Asthma, and Non-Allergic Asthma, also called Intrinsic Asthma. The symptoms of both types are identical but the sources differ.

1)? Allergic (Extrinsic) Asthma symptoms are triggered by an allergic reaction or outside source. The triggers include inhaled allergens such as dust mites, pet dander, mold, smoke and pollen. Allergic Asthma is more common than non-allergic.

2)? Non-Allergic (Intrinsic) Asthma symptoms are triggered by factors not related to allergies. The triggers include stress, anxiety, emotional distress, exertion, dry air, cold air, hyperventilation and viruses.

Asthma Statistics: The American Academy of Allergy, Asthma & Immunology displays the following Asthma statistics on its website:

1)? One in 12 people (about 25 million or 8% of the U.S. population) had asthma in 2009, compared with 1 in 14 (about 20 million or 7%) in 2001.

2)? About 1 in 10 children (10%) had asthma and 1 in 12 adults (8%) had asthma in 2009.

3)? Women were more likely than men and boys more likely than girls to have asthma.

4)? The number of people with asthma continues to grow.

Inhaler: The asthma inhaler delivered a medication called a bronchodilator and may possess a corticosteroid. The bronchodilator is a substance that dilates or unconstricts the bronchioles. A corticosteroid may reduce inflammation. In most cases a puff from an inhaler will open the airways and restore breathing. Inhaler use is required in emergency situations and necessary during moderate and severe attacks.

Chiropractic Treatment: Chiropractic care for any condition starts with a thorough consultation and examination. The two primary objectives in chiropractic treatment for asthma are as follows:

1)? Optimization of proper nerve flow from the spinal cord throughout the thorax including all structures involved in breathing.

2)? Restoration of proper skeletal motion throughout the spine and ribcage.

In most cases of asthma, chiropractic adjustments will be performed on the neck, midback, lower back, ribcage and shoulders. These areas comprise the course of the nerves that travel from the spinal cord into the ribcage and every joint that is involved in breathing. Restoration of proper motion to these numerous joints re-establishes optimal nerve flow and may decrease symptoms.

Various soft tissue techniques may be employed to reduce muscle tension in the spine and ribcage. These techniques will be focused on the specific areas of nerve impingement and muscle tightness.

Eliminating skeletal and muscular fixations in the thoracic spine and ribcage through chiropractic treatment increases breathing capabilities in asthma sufferers. This vital component to chiropractic treatment assists many asthma sufferers in managing their symptoms.

A key ingredient in chiropractic treatment for asthma is patient education. The patient will be taught solutions to lessen the extrinsic factors of asthma and to better control the intrinsic factors of asthma. The chiropractic doctor will discuss lifestyle modifications to eliminate asthma triggers and help the patient breath better.

Nutritional strategies will be provided to educate the asthma sufferer on how to provide the body healthy, anti-inflammatory foods.

In-office chiropractic treatment used in conjunction with healthy personalized nutritional strategies and at home modifications are extremely powerful tools to help alleviate the severity of asthma symptoms and decrease the frequency of asthma attacks. Asthma prevalence and incident are growing to near epidemic numbers. The utilization of regular chiropractic care can help this large population live a healthier, fitter, more functional life by increasing their breathing capabilities.

Gabon jails activist for defaming ally of president

LIBREVILLE (Reuters) - A prominent environmental activist was sentenced to six months in prison for defamation in Gabon, his lawyer said on Friday, after he accused an ally of the president of secretly owning the local unit of commodities giant Olam International.

Marc Ona Essangui said during a television broadcast that President Ali Bongo's chief of staff, Liban Souleymane, controlled Olam Gabon, which is developing timber, palm oil and rubber projects in the tiny Central African nation.

Souleymane denied the allegation and brought a defamation case against him, which we won in a Libreville court.

"I regret this decision against my client, who was only fulfilling his role of a counterweight (to the government). I will consult with my client and possibly appeal this decision," Ona Essangui's lawyer Ruphin Nkoulou said.

The court also ordered Ona Essangui to pay a fine of 5 million CFA francs ($9,800). The state prosecutor had requested a one-year jail sentence.

During his first appearance in court on March 9, the wheelchair-bound activist said he did not regret making the accusation. "If I had it to do over again, I'd do the same thing," he said at the time.

Olam began operating in Gabon in 1999, establishing a logging operation. It later entered into a joint venture with the Gabonese state to develop plantations and palm oil mills with planned investments of around $236 million.

Gabonese environmental groups have for the past three years requested publication of the joint venture agreement without success.

Ona Essangui was jailed briefly in 2008 after calling for more transparency in the country's public management. ($1 = 510.8300 CFA francs)

What Is Supply Change Management? | - Business Change ...

Supply change management (SCM) focuses on the entire process of delivering a product to the user. This includes the cumulative effort of several companies to supply the necessary tools and supplies to produce a product. Supply chain management also takes into consideration how companies are able to improve the process within their own organizations to deliver the final product to their customer. Effectively implemented, chemical processing companies are able to manage prices, margins and risks.

However, businesses must take an active management role on how to optimize the customer?s perceived value of the product and sustain a competitive advantage in the industry. This is a conscious effort that must be established by organizations to run supply chains that are efficient and effective in the most the streamed way possible. The activities involved in transferring chemicals to plants include product development, sourcing, manufacturing and logistics as well as creating a system to manage these activities. Chemical companies must take into consideration how to forecast the supply chain models, create a distribution network, production planning and shipment consolidation.

Creating an effective supply chain management strategy connects companies through each process of moving a product to final production. These include how to move and store material to produce the product. In addition, communication is also necessary to allow numerous partners within the supply chain to create long-lasting and streamlined plans to control the day-to-day flow of chemicals and materials through the supply chain process.

Effectively managed, the result will be the ability for several companies to transform raw materials into a final product that is delivered to customers. The management process is created in five stages to guarantee that the entire process is effective. The process includes the planning stages, development, manufacturing the product, logistics and customer returns.

Throughout the planning stage, strategies are established to address how to fulfill customer requirements throughout the process. The main portion of the planning will focus on organizing a profitable supply chain. The development stage includes building a solid partnership with the suppliers of the raw materials to produce the goods for the consumer. This portion of the supply chain also takes into consideration the developing efficient shipping, delivering and repayment processes.

Once the product has been manufactured, the next step is to test, package and deliver the product. The logistics portion of the supply change management takes into consideration how to organize the delivery of the merchandise to the customer. The final stage takes into consideration how to minimize the risk of returns. In addition, the company must also create a plan on how to answer any customer questions on their products.

Business Insider's Owen Thomas Is In Talks To Be The New Editor At ReadWrite

owen thomasMy old boss Owen Thomas is very close to becoming the new editor-in-chief at the SAY Media-owned tech site ReadWrite, according to sources with knowledge of the company. I'm hearing that it's not quite a done deal, but that it's looking very likely. Naturally, I called Owen to ask if this was the case, but he declined to comment. A SAY spokesperson told me, "There's obviously a lot of interest in ReadWrite. There are a lot of good candidates in the mix, and no one's been hired yet." (Just to reiterate ? I'm not saying he's been hired, just that the discussions are pretty far along.)

First Gold ETF Turns 10 Years Old, Marking Milestone for Metals ...

While the broader stock market is at all-time highs, gold has tumbled from its peak above $1,920 an ounce in September 2011. Despite the dip, many believe the over decade-old bull market for gold is alive and well. Uncertainty in Europe, continued Fed stimulus, and threats to a domestic recovery like the sequester, all play to gold?s benefit.

Adding to the fundamentals, one of the big drivers pushing the gold bull market forward has been the rise of Exchange Traded Funds, or ETFs. In fact, the first ever gold ETF, the ETFS Physical Gold (GOLD.AX), began trading 10 years ago today in Australia.

The inspiration to launch a gold ETF came from ?wine securities at the time?that gave you exposure to wine, and the idea was sort of based on that," says Will Rhind, managing director of ETF Securities --the company that created the first gold ETF. ?The Australian Stock Exchange was looking for an exchange traded underlying for gold, because some banks wanted to do options on it.?

Since those modest beginnings, Rhind notes that the precious metals ETF market has skyrocketed, with the total market cap of all metal ETFs pushing somewhere in the range of $140 ? $150 billion. The SPDR Gold Trust (GLD) alone has grown to become the second largest ETF with over $64 billion in assets.

With gold priced around $300 an ounce ten years ago, rising to $1600 today, ETFs have given more investors the opportunity to own the precious metal and enable this asset class to boom. In fact, Rhind believes that the two biggest changes in gold demand are ?the democratization of the gold market, and the accessibility of gold to equity-based investors.?

Not only has demand remained for traditional investors as a hedge, but retail investors and fund managers are creating new forms of demand as they can now conveniently buy and sell the commodity on command.

Rhind expects another decade of growth for gold, as markets for precious metals tend to be big, cyclical multi-decade moves, and believes gold is right in the middle of one of these ?broader, more secular trends for gold investing.?

YouTube API will allow video games to more easily stream in-game content

YouTube tweaks will allow video games to more easily stream ingame content

What's YouTube doing at the annual Game Developers Conference in San Francisco? Talking about integration with video games, obviously. More specifically, the company is hoping to expand an idea we first noticed in Call of Duty: Black Ops 2, whereby users could easily stream in-game content to YouTube. Clearly, the company worked in concert with Activision to make that possible, but forthcoming APIs will enable game developers far and wide to add the same functionality to other titles. Unfortunately, details remain murky regarding availability, but we are told that these new tools won't be limited to just consoles -- it sounds as if PC and mobile games will too be able to take advantage.

HostPapa eShops Review - Best Web Hosting in Canada

There is no question that online shopping represents a huge opportunity for a business to market to the masses in an affordable way. The first step for entrepreneurs seeking to sell products via the Internet is to decide how best to create an online store that meets their security and marketing needs and that is both affordable and easy to use. Compatibility is also a concern for entreprenuers seeking to integrate the store with their other marketing strategies and tools.

HostPapa eShops are worth serious consideration for the reasons listed below. HostPapa eShops are:

  • Customizable;
  • Comprehensive;
  • Secure;
  • Flexible;
  • Affordable;
  • SEO-friendly;
  • Responsive.

HostPapa eShops Compared with Hosted Shopping Carts

Major players using the hosted shopping cart business model include Yahoo, Volusion and Shopify. While they offer a shopping cart that can be used to process payments, customers are forced to conform with their website builder and are limited in design options as a result. In addition to the learning curve associated with using these hosted shopping carts, there are also hidden fees and transaction fees to be evaluated as a part of the true cost of using these services.

HostPapa eShops Compared with Well-known Private Stores

Most notably, Amazon and eBay stores offer another option for companies seeking to sell online. One complaint that online entrepreneurs have about this type of partnership is that they must use an eBay or Amazon URL instead of establishing a Internet identity separate from these Internet giants. Companies that decide to work with these stores also find that they have very little flexibility building the site since they are limited by eBay or Amazon tools and regulations.

HostPapa eShops as a Flexible and Customizable Answer

The beauty of HostPapa eShops is that any website currently being used can be transformed into an online shopping venue with a few simple steps. For this reason, online entrepreneurs interested in integrating a store with other viable marketing tools already in place, are satisfied with HostPapa eShops flexibility. This hosting company also allows its business partners the advantage of customizing the site according to the marketing vision of the company without sending a mixed message or limitations imposed by overbearing partners with other agendas.

Another nice feature worth mentioning is how a HostPapa eShop can be created using WordPress, Blogger, or any other platform. This is a great news for website owners already familiar with a specific platform. Saving time by utilizing familiar tools to get an online store up and running in a short period of time definitely puts smiles on the face of webmasters.

HostPapa eShops Prices and Packages

Estimating the cost of using a service should not be difficult. Hidden fees and transaction fees can really start adding up. This is one huge reason why HostPapa eShops is so well received. There are three basic packages to choose from, with three low monthly fees. These fees are determined by the monthly sales volume. The Starter package is $9.99 and allows for up to $1000 in sales. The second package which is called the Advanced option costs $19.99 and allows for up to $10,000 in sales. The final Ultimate package costs $49.95 and allows for an unlimited sales volume.

All three packages accommodate an unlimited number of products and product categories. Other noteworthy features of all of the packages include multiple payment options with all credit cards accepted. Unlimited email accounts and web space is also offered by all three packages.

HostPapa eShops Customer Support

HostPapa eShops offers customer service and technical service 365 days a year, 24/7. They also offer this support with representatives that speak different languages. Since the Internet is a 24/7 shopping reality, the fact that business professionals can count on support whenever the need arises provides an extra level of comfort.

Canadian Pacific Railway says line reopened after oil spill

(Reuters) - Canadian Pacific Railway Ltd reopened a rail line in western Minnesota on Thursday, a day after a mile-long train hauling crude oil from Alberta, Canada, derailed in the area, spilling up to 30,000 gallons of oil.

"The rail line was formally re-opened early Thursday morning, following full track repairs and mandatory inspections," said Canadian Pacific spokesman Ed Greenberg in an email.

Greenberg said the clean-up near the town of Parkers Prairie, 150 miles northwest of Minneapolis, is progressing. He added the investigation into the cause of the derailment is ongoing.

Astronomers discover new kind of supernova

Mar. 26, 2013 ? Supernovae were always thought to occur in two main varieties. But a team of astronomers including Carnegie's Wendy Freedman, Mark Phillips and Eric Persson is reporting the discovery of a new type of supernova called Type Iax.

This research has been accepted for publication in The Astrophysical Journal.

Previously, supernovae were divided into either core-collapse or Type Ia categories. Core-collapse supernovae are the explosion of a star about 10 to 100 times as massive as our sun. Type Ia supernovae are the complete disruption of a tiny white dwarf.

This new type, Iax, is fainter and less energetic than Type Ia. Although both types come from exploding white dwarfs, Type Iax supernovas may not completely destroy the white dwarf. "A Type Iax supernova is essentially a mini supernova," says lead author Ryan Foley, Clay Fellow at the Harvard-Smithsonian Center for Astrophysics (CfA). "It's the runt of the supernova litter."

The research team--which also included Max Stritzinger, formerly of Carnegie--identified 25 examples of the new type of supernova. None of them appeared in elliptical galaxies, which are filled with old stars. This suggests that Type Iax supernovas come from young star systems.

Based on a variety of observational data, the team concluded that a Type Iax supernova comes from a binary star system containing a white dwarf and a companion star that has lost its outer hydrogen, leaving it helium dominated. The white dwarf collects helium from the normal star.

Researchers aren't sure what triggers a Type Iax. It's possible that the outer helium layer ignites first, sending a shock wave into the white dwarf. Alternatively, the white dwarf might ignite first due to the influence of the overlying helium shell.

Either way, it appears that in many cases the white dwarf survives the explosion, unlike in a Type Ia supernova where the white dwarf is completely destroyed.

The team calculates that Type Iax supernovae are about a third as common as Type Ia supernovae. The reason so few have been detected is that the faintest are only one-hundredth as bright as a Type Ia supernova.

"The closer we look, the more ways we find for stars to explode," Phillips said.

The Large Synoptic Survey Telescope could discover thousands of Type Iax supernovas over its lifetime.

(AP Photo/National Park Service, MacNeil Lyons, File)

(AP) ? Western environmental groups say they're alarmed that the U.S. Fish and Wildlife Service is considering a plan to end federal protections for gray wolves in vast areas where the animals no longer exist.

The groups say ending federal protections would keep wolves from expanding their range back into states that could support them, including Colorado and California.

"As a matter of principle, I just think it's wrong," said Jay Tutchton, a Colorado lawyer with the group WildEarth Guardians.

Tutchton's group has sued over recent action to end federal protections for wolves in Wyoming. Wolves in most of the "Cowboy State" are classified as unprotected predators and scores have been killed since federal protections ended last fall.

"The Endangered Species Act was designed to protect species, including in places where they no longer reside," Tutchton said. "You were supposed to try to recover them, not throw in the towel."

The Fish and Wildlife Service could announce as soon as this spring whether it will propose a blanket delisting of wolves in most of the lower 48 states. Wolves in the Northern Rockies and around the Great Lakes, where reintroduced populations are well-established, are already off the Endangered Species List.

Chris Tollefson, spokesman for the U.S. Fish and Wildlife Service in Washington, DC, said Tuesday that the agency hasn't made any decision yet whether it will propose the blanket delisting. An agency report last year proposed dropping wolves from the endangered list in most areas where they're known not to live.

Even if the Fish and Wildlife Service ends federal protections, Tollefson said states would be free to cultivate their own wolf populations. "It's fair to say that there wouldn't be a prohibition, it would simply be left to the states to determine how to manage wolves in their boundaries," he said.

Tollefson said his agency regards the wolf recovery efforts in the Great Lakes states and Northern Rockies as enormous successes.

"Our view, and that of the biological community is that those populations are thriving and no longer require the protections of the Endangered Species Act," Tollefson said. "Obviously, we'll be discussing other areas as we move forward on that."

The prospect of the national delisting has prompted members of Congress on both sides of the issue to lobby the Fish and Wildlife Service Director Dan Ashe.

Seventy-two members of Congress, most of them Republicans, signed the most recent letter to Ashe on Friday urging him to go through with the delisting. Another group of scores of congressmen wrote to Ashe earlier this month urging him to reject the delisting idea.

"Unmanaged wolves are devastating to livestock and indigenous wildlife," the members of Congress, led by Rep. Cynthia Lummis, R-Wyo., and Sen. Orrin Hatch, R-Utah, and others, wrote to Ashe last week. "Currently state wildlife officials have their hands tied any time wolves are involved."

Lummis said Tuesday that the letter was intended to celebrate the successful recovery of wolves.

"I know some will wring their hands over a delisting, but for the life of me I don't understand why they don't throw a party instead," Lummis stated. "In most suitable habitat, and in states that strongly objected to their presence initially, the wolf is here to stay. For some that is a bitter pill to swallow, for others it's not enough, but the bottom line is there are wolves where there once were none, and everyone but the most litigious among us seem ready to move on."

Bob Brister, wildlife campaign coordinator for the Utah Environmental Congress in Salt Lake City, has been campaigning to restore wolves to Utah, where he said they were extirpated in the 1930s.

Brister said the effect of delisting wolves in Utah and elsewhere where they currently don't exist would be to preclude their ultimate recovery back into their historic range. He noted that wolves are hunted heavily in the Wyoming, Utah and Montana and that states can't be counted on to provide the protections new populations would need to survive.

"It's especially dire here in Utah, because we depend on wolves migrating from Wyoming and Idaho to restore wolves here in Utah," Brister said. "And when they're being hunted so intensely in Wyoming and Idaho, it greatly decreases the possibility of wolves migrating into Utah."

Erik Molvar executive director of the Bioldiversity Conservation Alliance in Laramie, Wyo., also noted that Wyoming, Idaho and Montana allow substantial wolf hunting. He said delisting wolves across the rest of the Lower 48, "would seem to be a very unwise move, given the tenuous status of wolf populations in this area."

Molvar, whose group also is challenging the recent delisting of wolves in Wyoming, said it's clear there are other areas of the West that could support wolf populations.

"It certainly is true that there are places in Colorado, particularly Rocky Mountain National Park, where elk are so overpopulated that they're becoming a nuisance, that wolves are one of the few options to restore the natural balance," Molvar said.

Tutchton said his group and others are likely to fight the sweeping delisting effort.

"I'm very sure that if wolves were delisted in Colorado, we would want to sue. If wolves get delisted in Oklahoma, I don't know. That might be a different question," Tutchton said. "There are some places where wolves would be quite viable."

Stockton, California bankruptcy eligibility trial begins

By Jim Christie

SACRAMENTO, California (Reuters) - Lawyers for Stockton and its creditors kicked off a courtroom battle on Monday over whether the California city is eligible for bankruptcy protection to force its bondholders to swallow losses while leaving pensions intact.

The closely-watched case has broad implications for other local governments seeking protection in bankruptcy court from creditors and for struggling municipalities that may pursue a similar path.

The outcome in the case of Stockton, the biggest U.S. city to declare bankruptcy, also is an important test case for the $3.7 trillion U.S. municipal debt market, which provides financing for various public capital projects, from school construction to sidewalk repairs.

Unlike in corporate bankruptcies when all debt holders absorb some losses, bondholders in major municipal bankruptcies consistently have been repaid all of their principal since at least the 1930s.

Now Stockton and at least two others municipalities are challenging that premise: Jefferson County in Alabama and San Bernardino, California, also expect to ask bondholders to take losses in their bankruptcies.

The Stockton hearing is expected to last most of this week.

Bondholders and insurers, which will have to repay investors for any capital losses, argue the decision by Stockton to keep paying its largest creditor, the California Public Employees' Retirement System, shows a lack of good faith and should block Stockton's request for bankruptcy protection under federal bankruptcy law.

Stockton pays a yearly contribution of about $30 million to the $254 billion retirement system. The largest U.S. pension fund, known as Calpers, manages pension accounts for the city's employees and retired employees.

"The city ignores the 800-pound pension gorilla in the room," Guy Neal, one of the lawyers for the capital markets creditors, said in his opening remarks.

Bond insurers contesting Stockton's eligibility for bankruptcy protection have more than $300 million of exposure to the city's debt. Assured Guaranty Corp, Assured Guaranty Municipal Corp and National Public Finance Guarantee Corp were joined by Wells Fargo Bank, the Franklin California High Yield Municipal Fund and Franklin High Yield Tax-Free Income Fund.

Marc Levinson, a lawyer for Stockton, defended the city's right to go bankrupt. He argued Stockton had attempted to negotiate in good faith with its creditors as required by California law before demanding protection from creditors.

The city of 300,000 in California's Central Valley, which filed for bankruptcy last year, fell on hard times when its revenue plunged after its once-torrid housing market went bust. Two decades of generous employee benefits, poor fiscal management and too much debt also caught up with the city, which is 85 miles east of San Francisco.

Stockton's general fund-supported payroll has dropped to 972 positions from 1,360 in 2008-2009. The city has about 2,400 retirees, 1,100 of them affected by the city scrapping its retiree medical program. Savings from shedding retiree medical spending is helping bolster Stockton's finances while it presses its bankruptcy case, city manager Bob Deis said.

"These guys aren't giving us credit for that," Deis told Reuters after his testimony at the hearing.

Deis defended Stockton's pension contributions, saying they are "inextricably" tied to the crime-plagued city's ability to retain and recruit police officers.

Stockton's budget provides for 340 sworn police officers, compared with 401 in 2008-2009. If Stockton had done differently impairing its pensions after wiping out its retiree medical program police officers would have simply quitted.

"If it appears we'll impair retirement benefits, we'll have a mass exodus of police officers," Deis said.

By contrast, San Bernardino, which also filed for bankruptcy protection last year, is not making contributions to the state's pension fund as it contends with its financial troubles.

In other municipal bankruptcy cases, bondholders have been protected.

Central Falls, a tiny, poor Rhode Island city, had its bankruptcy plan approved by a judge in September. It slashed retirees pension payments in half and raised taxes, but left bondholders unscathed.

A Rhode Island law, passed as Central Falls' insolvency reached a crisis point, gave bondholders a lien on property tax revenue.

The Central Falls case, along with sweeping public pension changes at the state level, prompted labor unions and retirees in other struggling Rhode Island cities - including Providence, the state capital - to renegotiate retirement benefits and collective bargaining agreements.

Though Central Falls has exited bankruptcy, its case will remain open for several years so the court can step in if elected officials veer from the restructuring plan. Officials must give quarterly statements about the city's finances.

Because of the Central Falls case, "I don't think we're ever going to need a Chapter 9 again" in Rhode Island, said Theodore Orson at a distressed municipalities conference this month in Providence. Orson was the attorney for the state-appointed receiver who oversaw Central Falls' return from insolvency.

The 'Rock Stars' of Reddit Won't Stop Being Sexist Just Because Reddit Says So

The people of Reddit aren't taking kindly to?this straightforward new plea from the site's co-founder, Alexis Ohanian, questioning?whether acts of sexism on the site have served to "belittle and ostracize" its female audience. Ohanian says?"suddenly we are the cool kids," and so maybe Redditors need to cool it with the sexist comments ? "with great power comes great responsibility" and all of that. To which, of course, some Redditors?have already claimed?that?the powers that be at Reddit have crossed the line and that Ohanian "hates free speech" because he doesn't think people should call women (or anyone else) terrible things on the Internet.

RELATED: Five Things We Learned From the Curiosity Rover Team's Reddit AMA

To be sure, Ohanian insists, "Diversity does not end at gender or sexuality or race," but he admits that Reddit "has largely been defined by not-poor straight white men over the years" ? not to mention, we might add, creepshots and jailbait subreddits litered with lengthy sexist threads. Indeed, Ohanian prefaces his post on the occasion of last week's firing of developer Adria Richards, which led to a conversation about free speech and sexism in the tech world ? a conversation that got pretty gross on Reddit. To which Ohanian asks: "Aren't we better than this? I?m not talking about the trolls. I'm talking about how many (otherwise reasonable-seeming) people I saw who were comfortable and self-righteous in calling a woman a bitch/cunt/etc from their Twitter, Hacker News, or, yes, reddit account." To which the nerds of Reddit appear to have replied: No. According to the?Reddit reaction of the message, a plea for giving up the sexism once again appears to have failed under the guise of free speech. "I used to respect this dude..." writes one poster. Another says: "Well that was embarrassing. Is it OK if I call?you?a stupid cunt, Alexis? Because you sure looked like one in that article."

RELATED: Reddit's Web Series to Show Its Smart Side

So, yeah, that didn't work.

RELATED: Reddit Forces Paul Ryan to Play Defense on SOPA

Ohanian has suggested before that Reddit probably shouldn't be about open sexism, racism, anti-semitism, and hate. Last year, Ohanian called creepshots an "obvious negative for society" in an interview with? The Verge. But Ohanian isn't too involved in the day-to-day running of Reddit anymore. (He's busy campaigning for president of the Internet.) ?Unfortunately, the guy actually running the show, general manager Erik Martin, has been less relenting. During the whole creepshots revolt last year, Martin was vehement about taking down the illegal stuff, but he didn't seem to care about the content of the conversation otherwise.?

RELATED: The Internet War Over Creeps on Reddit

In practice, Reddit generally stands up for the "free speech" of its site, meaning pretty much anything and definitely everything sexist remain on Reddit without getting pulled, moderated, or mandated. In fact, Reddit even rewards its super trolls. This is the same site that gave an award to Violentacrez, a.k.a Michael Brutsch, a.k.a the "biggest troll on the web" behind the creepshots and jailbait subreddits. The people who run the site justify that kind of action as a part of the site's philosophy, which Ohanian gets at in his latest plea: "These amazing open platforms for speech work because an internet connection is all we need to share an idea with the connected world," he writes. That lax policy, however, still results in a lot hateful people talking about terrible things, which was very much on full display as the Richards scandal played out last week from SendGrid to hackers and the tech-troll community in between. Apparently, this time things went too for for Reddit, or at least Ohanian, who would like to remind the "rock star" nerds what it feels like at the other end of things: "Plenty of us got used to being ignored," he writes. "Many of us were bullied. But what did we learn from it -- empathy or hate?"

Maybe neither.

Walmart Follows Amazon's Lead, Starts Testing Locker Delivery In Retail Stores

Screenshot_3_26_13_11_54_AMShipping things to your house is so 2011, so companies like Amazon are setting up physical lockers for you to pick your online orders up from. Today, Walmart has announced that they’re testing a similar program in about twelve stores. Basically, you can go online, order all of the things that you want, and your items will show up in this locker rather than your doorstep. This means that you can pick it up anytime you want, within two weeks. It’s a convenience thing for sure, and the reason why Google bought Y Combinator company Bufferbox and the reason why a company like Swapbox can emerge. We’d show you what the lockers would look like, but Walmart PR didn’t have any photos available since they haven’t been rolled out. I tried to get an artist’s rendering, but it probably just looks something like this: UPDATE: Our resident beautification expert, Bryce Durbin, has come up with an artistic rendering of what the Walmart lockers might look like: Clearly, Walmart has a slew of stores, around 4,000, with the company telling us that two-thirds of the U.S. population is located near a Walmart store. That’s mind-boggling when you think about it. With as many potential customers as Walmart has, it’s key to be able to cater to all of the needs that shoppers have. Sure, there will still be people who like to come in and browse, but for most of what Walmart has, you just need to get it when you need it. Walmart executives tell us that mobile is a huge part of the company’s future, allowing shoppers to scan items in and check out on their own. What does this move to automation mean for, you know, actual human beings who work there? We’re told that those folks will now have time to do other things like stock shelves. One overheard quote from Walmart’s media day was “E-commerce brought the store to the web, but mobile takes the web to the store.” That’s an interesting concept for sure, especially when you open up the Walmart app and it enters “store mode.” Yes, a subset of Walmart stores are geo-fenced and will help you navigate around the aisles and pick up the things you need. With so many stores, Walmart can do some interesting and wild testing to see what catches on. Will people want to order things and pick

Genomes of peregrine and saker falcons throw lights on evolution of a predatory lifestyle

Mar. 24, 2013 ? In a collaborative study published online in Nature Genetics, researchers from Cardiff University, BGI, International Wildlife Consultants, Ltd., and Abu Dhabi Falcon Hospital, have completed the genome sequencing and analysis of two iconic falcons, the peregrine (Falco peregrinus) and saker (Falco cherrug). The work provides an invaluable resource for the deep understanding of the adaptive evolution in raptors and the genetic basis of their wide distribution.

Peregrine and saker falcons are widespread, and their unique morphological, physiological and behavioral adaptations make them successful hunters. The peregrine is renowned as the world's fastest animal, and the falcon is the national emblem of United Arab Emirate. In recent decades, peregrine and saker falcons have been listed as endangered due to rapid population declines caused by a wide range of factors including environmental change, overharvesting for falconry, habitat loss and bioaccumulation of pesticides (e.g. DDT, PCBs).

In this study, researchers focused on the evolutionary basis of predatory adaptations underlying peregrine and saker. They conducted whole genome sequencing and assembled the high quality ~1.2 Gb reference genomes for each falcon species. Phylogenic analysis suggested that the two falcon species might diverged 2.1 million years ago.

Comparing with chicken and zebra finch, researchers found the transposable element composition of falcons was most similar to that of zebra finch. Large segmental duplications in falcons are less frequent than that in chicken and zebra finch, and comprise less than 1% of both falcon genomes. They also found that a gene expansion in the olfactory receptor ?-c clade in chicken and zebra finch is not present in falcons, possibly reflecting their reliance on vision for locating prey.

Observing genome-wide rapid evolution for both falcons, chicken, zebra finch and turkey, researchers found that the nervous system, olfaction and sodium ion trans-port have evolved rapidly in falcons, and also the evolutionary novelties in beak development related genes of falcons and saker-unique arid-adaptation related genes.

Shengkai Pan, bioinformatics expert from BGI, said, "The two falcon genomes are the first predatory bird genome published. The data presented in this study will advance our understanding of the adaptive evolution of raptors as well as aid the conservation of endangered falcon species."

McFADDEN Joe Weider, a scrawny kid who sculpted himself with bodybuilding during the Great Depression and created an empire of muscle magazines, fitness equipment, doubtful dietary supplements and Olympic-style contests featuring Arnold Schwarzenegger, died on Saturday at Cedars-Sinai Medical Center in Los Angeles. He was 93. The cause was heart failure, said Charlotte Parker, his longtime publicist. Mr. Weider may not have been the 97-pound weakling of the comic books who got tired of having sand kicked in his face. But as a teenager in Montreal, he hated being roughed up by neighborhood hooligans, discovered bodybuilding in a magazine and bought into it for life. He developed a V-shaped torso with bulging biceps and abs like Michelangelo?s David, and was still muscular and jut-jawed in his 70s and 80s. In the intervening decades, Mr. Weider (pronounced WEE-dur), who moved to the United States as a young man, founded many of the world?s most popular bodybuilding magazines, including Muscle and Fitness, Flex, Men?s Fitness and, for women, Shape. They had 25 million readers and were crammed with photos of greased bodybuilders and Hollywood stars like Sylvester Stallone, Cher and Mr. Schwarzenegger. Riding waves of postwar fascination with bodybuilding, Mr. Weider and his brother Ben founded the International Federation of Body Builders, which sponsored the Mr. U ...</p>http://www.chiefsplanet.com/BB/showthread.php?t=271418&amp;goto=newpostSun, 24 Mar 2013 12:42:56 GMTClarke determined to be fit for Ashes http://www.emirates247.com/sports/cricket/...http://www.facebook.com/photo.php?fbid=572471952771861&amp;set=a.507469499272107.119346.136509933034734&amp;type=1 <p><font color="Gray">Source: www.facebook.com --- Sunday, March 24, 2013</font><br /><img src="http://photos-d.ak.fbcdn.net/hphotos-ak-frc1/734480_572471952771861_1788103943_s.jpg" & width="130" & height="88" style="margin: 5pt 10px 0px 0px; float: left;" border="1" align="left" alt="" />Clarke determined to be fit for Ashes http://www.emirates247.com/<b>Sports</b>/cricket/clarke-confident-of-being-fit-for-ashes-2013-03-24-1.499737 ...</p>http://www.facebook.com/photo.php?fbid=572471952771861&amp;set=a.507469499272107.119346.136509933034734&amp;type=1Sun, 24 Mar 2013 12:40:24 GMTBomani Jones: A Sports Media Figure Making Sense of Ben Howland and UCLA Basketballhttp://www.bruinsnation.com/ucla_basketball_coaching_search/2013/3/24/4141126/bomani-jones-ben-howland-shaka-smart-ucla-basketball <p><font color="Gray">Source: www.bruinsnation.com --- Sunday, March 24, 2013</font><br /><img src="http://cdn0.sbnation.com/uploads/chorus_image/image/10322425/20130322_mje_ac5_151.0_standard_400.0.jpg" & width="150" & height="100" style="margin: 5pt 10px 0px 0px; float: left;" border="1" align="left" alt="" />Whatever Morgan Center might be saying at the moment about Ben Howland's status at UCLA, pretty much everyone in <b>Sports</b> media and otherwise knows that his termination is imminent, if not already affected. With this news comes the typical reaction by said <b>Sports</b> media figures about how great a coach Ben is (not 'was); how unreasonable the expectations of UCLA fans are and that the job really is not good enough to attract talented coaches. ESPN personalities like Jay Bilas and Doug Gottlieb have been running point on this effort so far, but not everyone affiliated with the four letter network has gotten the memo. Bomani Jones, a regular panelist on ESPN's Around the Horn and other programs on the network (and a contributor to SBNation.com , along with other media ventures), spent much of his Saturday tweeting about the demise of the Ben Howland Era in Westwood. His day of UCLA began with a Twitter debate with former LA Times sportswriter Baxter Holmes (aka Shabazz's Savior ) about how bad to feel for Howland given how his time leading the Bruins has ended. @ bomani_jones Yeah, good point. Kids are looking forward to getting outside and running around. Spring sign-ups are starting all over the city including our two middle schools. Although middle school <b>Sports</b> options are few, Project 106 and The East Providence Middle School Athletics Booster Club are thrilled to be able to offer baseball and softball at both middle schools. Several coaches approached the organizations offering to volunteer their time to make these two spring <b>Sports</b> come to life for our kids. They came ready with a plan of action to hit the ground running and the two fundraising groups came together and were ready with their checkbooks. Unfortunately, all <b>Sports</b> we are used to seeing at the middle schools are not going to be available right away. There is a shortfall in resources and volunteers. The road back to full middle school <b>Sports</b> offerings is going to be a long one but the two fundraising groups are up for the challenge. The Project 106 and EPMSABC have limited resources so it was first come, first served. The legal issues were hammered out at a meeting on March 13 between the coaches, principals and the superintendent. Transportation details are still in flux at this time but a full plan will be revealed to parents shortly. It is important to note that these are not school sanctioned <b>Sports</b> but are being handled like club <b>Sports</b> as they are being privately funded by Project 106 and the Booster Club.
