Enumclaw Golf Course management back on the City Council table

The Enumclaw City Council has spent the past few weeks and meetings wrestling with proposals for the future management of the city-owned golf course.

The council directed city staff to send out a formal request for proposals for management of the 18-hole course in November. The course has lost about $40,000 in each of the past two years, with the deficit made up from the city?s general fund.

King County transferred ownership of the golf course to the city in 2004.

Scott Galbraith, a private manager and operator, ran the course from 2005-09.

According to a 2010 Courier-Herald news article, Galbraith elected not to continue as operator when his contract expired. The city interviewed five applicants but decided each was asking the city to assume too much risk and the city elected to take over the operation of the course.

When the city first took possession of the course from King County it was a profitable venture while the pool was thought to be a financial problem. In 2002 John Wise, the mayor of Enumclaw at that time, reported the course was making about $115,000 and the pool was losing between $150,000 and $180,000, according to a Seattle Times article.

Since at least the Great Recession the opposite has been the case, with rounds dropping for the golf course and the pool carrying its own financial water.

The requests for proposals sent out by the city at the end of 2012 attracted two applicants from private parties.

One proposal came from Bob Gelinas, a resident of Bonney Lake who operates Swiftwater Consulting and Management.

The second was from Peter Erickson, the owner of Performance Physical Therapy located in Enumclaw and Bonney Lake.

Swiftwater

Gelinas described himself in the cover letter of his proposal as an experienced ?golf facility and restaurant manager with hands-on golf course maintenance experience who has led public facilities to success without exception.?

He stated in his proposal he has been a local ?PGA Class ?A? Professional since 1997? and has spent 14 years as head golf pro, facility and restaurant manager.

Gelinas stated during a Feb. 11 City Council meeting he has operated numerous municipal golf facilities including Sumner Meadows, Tapps Island Golf Course and the two Everett municipal golf courses. Gelinas said he improved number of rounds played and revenues at each of the courses.

Gelinas said he expected to pay himself about $18,000 per year and would be at the course five days a week.

Erickson

Erickson said in his cover letter what ?sets me and my plan apart is that I am a 20-year resident of Enumclaw. I grew up on a farm in the Northwest and understand the economic drivers and need for hard work to be successful?. I have a passion for golf, kids, my neighbors and the success of this golf course that you will not find anywhere else.?

Erickson?s proposal stated the course would ?be run by a non-profit organization or hybrid ?for profit/not for profit? organization to? minimize tax liabilities.?

Erickson said he does not expect to draw a salary ?until the golf course is self sustaining and a certain level of capital improvement has been obtained.? He stated he would hire a manager to run pro shop on a daily basis and he would work mornings, evenings and Thursdays.

Nuts and Bolts

Gelinas? proposal stated he will operate the course and pay the city an annual lease payment of 5 percent of greens fees and 5 percent of all golf cart rental revenues.

The Swiftwater proposal described a ?sanding and drainage plan will be developed in the operations budget to improve year after year off season playing conditions.? He also described some capital improvements on holes No. 2, 11 and 18 including draining improvements and new tees.

Gelinas outlined an operation plan for a well run course, with a marketing program.

The Swiftwater proposal guaranteed $50,000 of ?facilities improvements over the five year lease term.?

Erickson proposes to set up an advisory board made up of the president of the Enumclaw men?s and women?s clubs; Enumclaw High golf coach Bob Kilmer; Van Hardy, past president of the Sahalee golf men?s club; and Jim Pike, director of golf operations of Sahalee Golf Course in Sammamish.

Erickson plans to use the Enumclaw men?s and women?s club to ?perform tasks such as tax preparation, legal services, septic pumping, excavation, etc.?

Erickson proposes to address the drainage problems on holes 11 and 18 ?With the advisory board, a decision will be arrived at and a plan agreeable to all as well as fiscally responsible will be implemented.?

He stated a citywide gold tournament would be established to raise money for capital improvements.

He also plans to seek grants from the United States Golf Association.

Erickson also proposed the city ?grant, donated, lease or make available in perpetuity an area sufficient to maintain a driving range perpendicular to 288th Ave. SE and adjacent to SE 452nd St.? The area is commonly known as the bone yard.

At the Feb. 11 meeting Erickson said if the driving range was off the table he would continue to be interested in operating the course.

Erickson?s lease proposal outlines a $1 lease payment for the first year, from year two through five, 2 percent of gross over $400,000, 5 percent over $450,000 and 7 percent over $500,000.

Erickson proposed to make $100,000 of capital improvements during a five-year lease period. He stated the funds include in-kind donations and labor.

Last and Best

Two letters sent to the city concerning the applicants were read by Councilman Glen Jensen during the Feb. 11 council meeting.

Kilmer wrote in support of Erickson.

A email from Dan and Jean Winkel was read representing the Enumclaw men?s and women?s golf club stating some at the previous meeting appeared to believe the clubs were supporting one applicant over another. The letter stated the clubs were not supporting either and expect the council to make a decision based on the proposals and statements provided by Gelinas and Erickson.

City Recommendation

The city staff had previously recommended the Swiftwater proposal.

During a Jan. 28 meeting the council requested that staff seek a ?last and best? offer from the two applicants.

Councilman Sean Krebs said at that meeting (Jan. 28) he had received an email from a community member who was upset believing the city already made a decision picking Gelinas.

Public Works Director Chris Searcy said the city does not choose an applicant but provides a recommendation for the council. Only the council can choose to approve a proposal to operate the golf course.

Councilman Mike Ennis at the Feb. 11 meeting asked City Administrator Mike Thomas if the city?s recommendation was the same following the presentation to the council by the Gelinas and Erickson.

Thomas said the city continued to recommend Gelinas.

The members did not come to a decision at the meeting. Krebs said he wanted to think about it and hear from the community. Jensen said he also wanted more time to consider the issues.

Councilman Darrell Dickson said he was supporting Erickson, but suggested a recommendation could be requested from the Parks Board.

Councilman Chance La Fleur said he would still like to consider the option of the city continuing to operate the course.

Sony reveals PlayStation 4, fires first shot in the next console war

After months of rumor and speculation, Sony has revealed its new game machine ? the PlayStation 4 ? as well as a new controller with a touchpad, a "share" button and light bar.

"Today marks a moment of truth and a bold step forward for PlayStation as a company," said Andrew House, president and Group CEO of Sony Computer Entertainment, as he took the stage at the Hammerstein Ballroom in New York City on Wednesday. "Today we will give you a glimpse into the future of play."

House told a room packed full of journalists that the new machine ? the successor to the PlayStation 3 ? would take the moniker PlayStation 4. Sony then revealed the new touch-sensing DualShock controller as well as a new "stereo camera" that works in conjunction with the controller (see video below.)

Sony said the PlayStation 4 will launch "holiday 2013" but did not reveal a specific date or a price. Sony also did not show off what its new gaming hardware will look like, revealing only the controller and pictures of the new camera.

Mark Cerny, the PS4's lead system architect, did outline some of the innards that will be powering the machine explaining, ?The architecture we chose is like a PC in many ways.?

The PlayStation 4 will feature an X86-64 AMD Jaguar CPU with 8 cores, an AMD Radeon GPU and 8 gigabytes of unified system memory. Like the PS3, it will also feature a Blu-ray drive. (For more on the specs, check out our story here.)

David Perry ? CEO and founder of Gaikai ? also took the stage Wednesday. Sony bought his game streaming company last year. He explained that integration of the streaming service with the PlayStation Store will allow gamers to instantly try games before they buy them.

Meanwhile, Perry said that with the "share" button on the new PS4 controller players will be able to live broadcast their gameplay to their PlayStation Network friends.

He said friends will not only be able to watch your game in action, but can post comments to your screen as you play (if you let them). You'll also be able to allow friends to take over your game so they can, say, assist you in a difficult area or interact with your game in other helpful ways.

"What we?re creating is the fastest, most powerful network for gaming in the world," Perry said. "Our vision is to create the first social gaming network with meaning."

Perry also revealed Remote Play ? a feature that will allow gamers to take their PS4 action to Sony's smaller game screen. That is, if you're in the middle of playing a game on your PS4, you can use Remote Play to instantly transfer your game to Sony's handheld PS Vita.

Perry said the ultimate goal is to make it so all PS4 games will be playable on the Vita.

PlayStation 4 games unveiled
So what games will be coming to the PlayStation 4? Bungie ? the creator of the Xbox-exclusive Halo game franchise ? revealed it will be bringing its newly revealed project "Destiny" to the PlayStation 4 (with an edition also for the PlayStation 3).

Hermen Hulst, co-founder of Guerrilla Games, introduced "Killzone: Shadow Fall" a stunning looking futuristic shooter. And Matt Southern from Evolution Studios showed off the ultra-realistic "Driveclub" racing game.

"We?ve gone borderline insane with the real-world details," Southern said, pointing out the ultra-fine detail that can be seen on the cars in the game.

Meanwhile, Sucker Punch's Nate Fox revealed the new game from the studio that brought us the "InFamous" series. He said "InFamous: Second Son" ? a game about what happens when super powers and the power of surveillance collide ? will be a PlayStation 4 exclusive.

Respected indie developer Jonathan Blow ? the creator of the critically acclaimed game "Braid" ? showed off his next game "The Witness." He said the puzzle-filled title will be a PlayStation 4 "launch window" game.

Ubisoft's Yves Guillemot revealed what everyone expected ? that the developer's highly anticipated game of surveillance and hacking called "Watch Dogs" is planned for the next-gen PlayStation 4.

In something of a surprise, PC gaming stalwart Blizzard revealed that it'll be bringing "Diablo 3" to both the PlayStation 4 and the PlayStation 3.

And it appears that Sony won?t be saying goodbye to its oft-ignored PlayStation Move motion controller. Media Molecule ? the developers behind the ?LittleBigPlanet? games ? showed off a tool that enables players to use the Move controller and the PS4 to craft digital sculptures and bring them to life.

The battle ahead
Sony, Microsoft and Nintendo have been duking it out for years, vying to be the prime purveyor of home video games and, in recent years, other home entertainment as well. But Sony's news today is the opening shot in an all new console war.

It's been six years since Sony launched the PlayStation 3 and seven years since Microsoft launched its competing Xbox 360. Late last year, Nintendo revealed the Wii U ? its new home game machine and the successor to the Wii. But so far, the Wii U's lackluster sales and technical specs that make it seem more on par with the current generation Xbox 360 and PlayStation 3, suggest this machine is more of an interim step in the three-way gaming battle.

With Microsoft rumored to be working on its own new home game console (which it will reportedly unveil in the coming weeks), it is Sony and Microsoft that are widely expected to go head-to-head in the coming years, vying for the same demographic and to become the all-important entertainment hub in your household.

(AP) ? Jodi Arias is being subjected to withering questioning from a prosecutor about what he contends are holes in her story about the killing of her former lover.

Prosecutor Juan Martinez began an aggressively line of questioning from the start as he hammered Arias on what he calls her selective memory. He asked how she can recall the type of Starbucks drink she had five years ago but can't remember important details crucial to the case.

Arias has testified for more than eight days, and the prosecution began its cross-examination Thursday.

Arias faces the death penalty if convicted of murder in the death of Travis Alexander. She says the killing was self-defense.

UW, WSU sending as many players to NFL Combine as Eastern Washington

Washington and Washington State are each sending the same number of football players to the NFL Combine this week as Eastern Washington.

What does that say about the state of the UW and WSU football programs? Well, it ain?t good. We know Wazzu floundered under ex-coach Paul Wulff, but this year?s seniors were the first recruiting class for UW head coach Steve Sarkisian. Hmm.

Anyway, the only Husky headed to Indianapolis to display their talents for NFL scouts is cornerback Desmond Trufant, brother of pro corners Marcus Trufant (who went to WSU and plays for the Seahawks) and Isaiah Trufant (who went to Eastern and plays for the Jets). Desmond, the youngest Trufant brother, is declaring for this April?s NFL Draft after finishing his senior year at Washington.

Trufant had 36 total tackles, one sack, one interception and nine passes defended during the 2012 season ? arguably his worst numbers in four years as a Husky, but play that nevertheless earned him All-Pac-12 first team honors. His best season stats-wise was 2011, when he made 64 tackles, grabbed two picks, defended 16 passes and forced two fumbles.

The Tacoma native is expected to go early in the second round of the NFL Draft. The league?s official Combine website, which rated him 84.1 out of 100, had this to say:

Strengths
Legacy pick with NFL size and athleticism. Very good short-area foot quickness, mirrors receivers on the outside on double moves up the sideline or quick out routes. Capable of playing either outside or in the slot. Has speed to run with better receivers. Plays a lot of press-bail but has length and tenacity in coverage. Regularly rips off and out-quicks receiver blocks to get into position to make plays. Competes for the ball in the air and won?t back down from physical challenges from receivers.

Weaknesses
Only adequate in his overall strength and physicality, often whiffs at tackle attempts, jumping at feet or throwing a weak shoulder. Has mental lapses in coverage that lead to big plays. Poor technique in press makes him susceptible to giving up plays. Gives up the sideline in the run game when failing to get outside leverage against receiver blocks. Will open up his hips far too quickly and immediately give up inside leverage.

For the Cougars, wide receiver Marquess Wilson is the only player headed to Lucas Oil Stadium for the NFL Combine, which runs Wednesday through next Tuesday. He is declaring for the NFL Draft after his junior year at WSU, having finished with three school records: 3,207 career receiving yards, 14 100-yard games and four 150-yard games.

But that?s not the whole story. After nine games this past season, Wilson quit the team in November and alleged misconduct by new head coach Mike Leach?s staff. In an open letter to Cougars fans Nov. 10, Wilson said the staff practiced ?physical, emotional and verbal abuse? against their players.

Wilson quickly retracted those allegations to WSU athletic director Bill Moos, and after internal and NCAA investigations the university was cleared of wrongdoing. Now, Wilson?s indefinite suspension from the team ? when he reportedly walked out of a conditioning workout and quit ? is a considerable pock-mark on him for the NFL Draft.

NFL.com gave Wilson a score of 67.3 and expects him to be drafted. ?If teams believe he can improve the consistency of his hands and mature physically and mentally at the next level,? the NFL Combine website states, ?he could be picked in the middle rounds and contribute immediately, similarly to how Mike Williams did for Tampa Bay in 2010.?

Here?s what NFL.com had to say about his play:

Strengths
Tall strider presenting a difficult ask down the sideline for shorter defensive backs. If able to escape the jam or come off the line untouched, he covers a lot of ground in a hurry. His height and vertical jump makes him a nightmare on jump balls anywhere on the field, and he can contort his body to adjust to passes in the air. Makes catches over either shoulder down the sideline and can stay in-bounds. Drops his hips, has quick enough feet and a solid head-fake to separate at the top of the route, as well as to pull off double-moves downfield and to the sideline. Tries to run through tackles by lowering his pads and churning his feet after the catch and has a bit of open-field elusiveness, though he will run backwards and dance too much instead of taking what he can get. Will find a soft spot in the zone if his quarterback is on the run. Flashes an effective use of his length, and a bit of attitude, to take smaller defenders out in the run game.

Weaknesses
Lanky receiver, especially thin in the lower body. Will struggle with the physicality of NFL defenders off the line, when trying to get into his route, and downfield in 50/50 situations. Does not consistently use his hands to win or hold onto the ball when being hit or even feeling the hit coming. Hands reliably is severely lacking, misses on all difficulty of catches due to a lack of concentration. Doesn?t adjust to low passes as well as he does high ones. Lateral quickness against press is only average, takes time to accelerate into his route if challenged at all. Lacks technique as a blocker, when he makes the effort to reach his target, tries to overwhelm corners but fails to move his feet or maintain the angle to prevent them from entering the play.

Finally, there?s the lone Eastern Washington representative, wide receiver Brandon Kaufman. He stands 6-foot-5, and after red-shirting in his junior year for wrist and knee injuries, came back for 2012 and led the team with 16 touchdown receptions, 1,850 receiving yards and 132.1 yards per game.

Kaufman shined from his freshman season on, twice earning Football Championship Subdivision All-America honors and, in 2012, helping guide the Eagles to the Big Sky championship and FCS playoffs. He is just the seventh EWU player to be invited to the NFL Combine in the past 11 years.

NFL.com, which rated him 68.0 and expects him to be drafted in the middle rounds, had this to say about Kaufman:

Strengths
Tall with long arms. Uses his size to shield defenders, and his length to catch passes off his frame. Reliable hands. Tracks the football well and attacks the ball at the highest point. Red zone and vertical weapon. Possesses good vision after the catch.

Weaknesses
Hasn?t dealt with great competition, or run a myriad of different routes. Doesn?t explode off the line, and has build up speed. Needs to be more physical in his route running. Might struggle to consistently separate at the next level.

Study: Clean-energy investments a plus for NC

A new report says increased use of renewable energy sources and energy efficiency should save N.C. utility customers money over the next 13 years.

State and local incentives totaling $72 million have attracted $1.4 billion worth of renewable-energy and energy-efficiency investment in North Carolina, according to a study commissioned by the N.C. Sustainable Energy Association.

The study performed by LaCapra Associates of Boston and RTI International of the Research Triangle Park measured the impact of renewable-energy programs in the state from 2007 to 2012.

And the report says renewable sources and energy conservation have not cost customers additional money, despite the surcharges placed on customer bills for those items. The study contends the costs to customers in 2012 were marginally less than what customers would have paid without renewables and energy conservation in the mix.

The study estimates that by 2026 the currently mandated use of renewables and conservation in North Carolina will save customers $173 million in costs for generating electricity. Rates will be 0.6% to 1.3% lower by 2026 because of renewables and conservation than they would be using only conventional energy sources, the report predicts.

The report estimates that the use of clean-energy technologies have created the equivalent of more than 21,000 jobs in the state since 2007 through direct and indirect economic impacts.

The report says the clean-energy industry is growing in the state. But it faces threats, including moves in the N.C. General Assembly that could eliminate a 35% tax credit for renewable-energy projects and alter or eliminate state mandates that will require utilities to get 12.5% of the power they sell from renewable sources by 2021.

Burger King Twitter feed is hacked by McDonald's fan

  • Burger King's Twitter account has more than 89,000 followers
  • Their account's page now features a picture of McDonald's food and their logo and Twitter name have also been changed
  • Burger King has suspended their Twitter account and apologised to followers who received the erroneous Tweets
  • McDonald's denied on Twitter that they had any involvement in the incident

Burger King is grappling with the trials and tribulations of social media after their Twitter account was hacked by a McDonald?s fan.

The branding of their Twitter page, which has more than 89,000 followers, has been changed to feature their rival?s food and even their logo and Twitter name have been changed, appearing as McDonalds @BurgerKing.

The first sign of trouble was a post made from the official Burger King account stating: ?We just got sold to McDonalds! Look for McDonalds in a hood near you.?

The Burger King Twitter account has been suspended after several posts, some racist and offensive, were made by the McDonald's fan over several hours.

From the Burger King account, the hacker promoted McDonald's food, posting: 'Try our new BK (sm) Bath Salt! 99% Pure MDPV! Buy a Big Mac, get a gram free!'

Since then there has been a string of Tweets from several Twitter users as news of the hack went viral with many tweeting and re-tweeting posts from the hacker.

'Simplified' brain lets the iCub robot learn language

Feb. 18, 2013 ? The iCub humanoid robot on which the team directed by Peter Ford Dominey, CNRS Director of Research at Inserm Unit 846* has been working for many years will now be able to understand what is being said to it and even anticipate the end of a sentence.

This technological prowess was made possible by the development of a "simplified artificial brain" that reproduces certain types of so-called "recurrent" connections observed in the human brain. The artificial brain system enables the robot to learn, and subsequently understand, new sentences containing a new grammatical structure. It can link two sentences together and even predict how a sentence will end before it is uttered. This research has been published in the journal PLoS One.

Inserm and CNRS researchers and the Universit? Lyon 1 have succeeded in developing an "artificial neuronal network" constructed on the basis of a fundamental principle of the workings of the human brain, namely its ability to learn a new language. The model was developed after years of research in the Inserm 846 Unit of the Institut de recherche sur les cellules souches et cerveau, through studying the structure of the human brain and understanding the mechanisms used for learning.

One of the most remarkable aspects of language-processing is the speed at which it is performed. For example, the human brain processes the first words of a sentence in real time and anticipates what follows, thus improving the speed with which humans process information. Still in real time, the brain continually revises its predictions through interaction between new information and a previously created context. The region inside the brain linking the frontal cortex and the striatum plays a crucial role in this process.

Based on this research, Peter Ford Dominey and his team have developed an "artificial brain" that uses a "neuronal construction" similar to that used by the human brain. Thanks to so-called recurrent construction (with connections that create locally recurring loops) this artificial brain system can understand new sentences having a new grammatical structure. It is capable of linking two sentences and can even predict the end of a sentence before it is provided.

To put this advance into a real-life situation, the Inserm researchers incorporated this new brain into the iCub humanoid robot.

In a video demonstration, a researcher asks the iCub robot to point to a guitar (shown in the form of blue object) then asking it to move a violin to the left (shown by a red object). Before performing the task, the robot repeats the sentence and explains that it has fully understood what it has been asked to do.

For researchers, the contribution that this makes to research into certain diseases is of major importance. This system can be used to understand better the way in which the brain processes language. "We know that when an unexpected word occurs in a sentence, the brain reacts in a particular way. These reactions could hitherto be recorded by sensors placed on the scalp," explains Peter Ford Dominey.

The model developed by Dr Xavier Hinaut and Dr Peter Ford Dominey makes it possible to identify the source of these responses in the brain. If this model, based on the organisation of the cerebral cortex, is accurate, it could contribute to possible linguistic malfunctions in Parkinson's disease.

This research has another important implication, that of contributing to the ability of robots to learn a language one day. "At present, engineers are simply unable to program all of the knowledge required in a robot. We now know that the way in which robots acquire their knowledge of the world could be partially achieved through a learning process -- in the same way as children", explains Peter Ford Dominey.

In New Mexico, a senate bill has been introduced that would repeal the existing 5% biodiesel blend that was never implemented. The original legislation called for B5 to be introduced in state vehicles on July 1, 2010 and for the general public by July 1, 2012 but nothing ever happened.

British supermodel Cara Delevingne rules on fashion catwalks

LONDON (Reuters) - As hundreds of models have strutted down catwalks in New York and London this month for the fall fashion shows, one face has emerged from the crowd -- British model Cara Delevingne.

At New York Fashion Week last week Delevingne, 20, walked in 13 shows, including Marc Jacobs and Oscar de la Renta, and in London this week she sashayed in various shows, for Burberry, having previously modeled for Stella McCartney. Milan and Paris come next.

The catwalk success of the British model, whose strong eyebrows and snub nose are her defining features, has Britain's press stalking her every move and has drawn comparisons to the attention once garnered by fellow Briton Kate Moss.

Open a fashion magazine or the social pages of a newspaper and there is Delevingne, with the model gracing the March issue of British Vogue while also partying with the A-list crowd including singers Rihanna and Rita Ora.

She is plastered on billboards across London as the face of Inditex's high street chain Zara and has built a large social media following, by posting photos of her modeling, partying and napping, attracting 468,000 Twitter followers.

"She has this unique striking look, which is almost part Brigitte Bardot, but then mixed with an elfin quirkiness. There's a rarity about her look, which has put her on the map and into countless campaigns and runways," said Carmen Borgonovo, fashion director at online boutique my-wardrobe.com.

Moss, 39, and Delevingne do have something in common - the same scout.

Sarah Doukas, who spotted 14-year-old Moss at a New York airport in 1988, was the first to see the potential of Delevingne at a fashion show at her daughter's private school, Bedales. She signed her up to Storm Model Management in 2009.

But unlike Moss, Delevingne comes from a privileged background - as her attendance at the 30,000 pounds ($46,000) a year school Bedales suggests.

She is the granddaughter of former English Heritage chairman Sir Jocelyn Stevens, founder of the 1960s pirate radio station Radio Caroline, and grew up in the wealthy London suburb of Belgravia with her father, a property developer, and her mother, a personal shopper. Her sister Poppy is also a model.

Delevingne first came to attention appearing in Burberry's 2011 campaign. She became the face of Burberry in 2012.

She was named Model of the Year at the British Fashion Awards last November and has continued to climb the ranks, rising to number 17 on models.com's Top 50 Models list from 25 before the start of this month's fashion season.

"Cara is one of those girls who combine energy, wit, enthusiasm and the kind of edgy beauty that marks her out from the general pool of beautiful models," says Vogue editor Alexandra Shulman in an introduction to the March magazine.

Fashion industry experts said with the fickleness of the fashion industry it remained to be seen whether Delevingne would challenge the success that Moss has enjoyed for over 20 years.

But they said part of the appeal of the model-of-the-moment is her personality on-and-off the catwalk, with Delevingne clearly having fun and trying to remain modest.

"I don't like Cara the model. I'm just Cara. And for some reason, these people keep hiring me," she told reporters backstage at the London Fashion Show.

TAHC Releases Part of the Fever Tick Temporary Quarantine Area in Texas

The Texas Animal Health Commission (TAHC) has announced the release of a portion of the remaining temporary preventative fever tick quarantine area (TPQA) in South Texas (Starr County), effective Feb. 15, 2013.

The TAHC established a TPQA for portions of Starr County on July 3, 2007 following findings of cattle fever tick infestations on multiple premises. Cattle fever ticks are capable of carrying and transmitting Babesia parasites, which are deadly to cattle. Horse owners are worried because this tick species can also spread the?Babesia?parasites that can cause equine piroplasmosis in horses. (There are Babesia parasites that affect horses, cattle, dogs, cats, mice, humans, and other mammals.) The fever ticks are common in Mexico, but are not normally found in Texas. The size of the area currently being released in Starr County consists of 23,478.5 acres. Previously released areas from the TPQA in this part of Starr County consisted of 42,111 acres released on Nov. 2, 2011, followed by 45,969 acres released on Dec. 21, 2011.

The release of this portion of the Starr County TPQA rescinds all movement restrictions placed on the livestock and wildlife within the 23,478.5 acres. With the release of this area the TPQA for Starr County is reduced to one remaining small area consisting of 33,024 acres. The area released is located west of FM 649 in the northwestern part of the county. A full description of the remaining Starr County TPQA ?and a map which shows the area released can be found at www.tahc.texas.gov.

"Releasing another area in the TPQA continues to confirm that the cooperative efforts between the USDA-Veterinary Services Tick Force, TAHC, the Texas cattle industry and local land owners, are working successfully," said Dee Ellis, DVM, TAHC executive director and state veterinarian. "The TAHC and USDA will continue to work closely with local land owners to maintain an effective surveillance program so that fever ticks do not reoccur in the area."

HOUSTON ? As he came out at halftime to warm up for the second half of the NBA All-Star Game, Trail Blazers forward LaMarcus Aldridge started taking jump shots at the right elbow, one after another.

Soon, though, he moved to another spot, where he and Lakers center Dwight Howard engaged in a three-point shooting contest with a young ballboy.

?We were playing first to five, and I won,? said Aldridge, who with a laugh, ?but I didn?t make any shots in the game.?

It?s true. Aldridge went scoreless Sunday in his second All-Star Game as he played 11 minutes, 27 seconds. That was only slightly longer then the 9:48 he got in his All-Star debut in Orlando last season.

But he was more than happy to shrug off the short minutes this time, and instead take away the fun moments as his reward for being one of the top basketball players in the world.

?This time, I can?t complain,? he said. ?I think I played like eight or 10 minutes tonight. That was fine for me. I enjoyed it, just talking to the guys, just being around them was good for me.?

Aldridge missed both of his field goal attempts, and collected four rebounds, blocked two shots and had an assist on a Kevin Durant three-pointer. His Western Conference team, behind 20 points and 15 rebounds from game MVP Chris Paul of the Clippers, won 143-138.

More than anything, Aldridge decided to embrace the All-Star experience. Last year in Orlando, he was surprised by just how many duties were required of him, from media obligations, charitable appearances, meetings and practices. Combined with the rigors of a compacted schedule because of the lockout, it led to a mentally draining weekend.

This time, he was ready.

?This is my second time around,? he said. ?I knew the schedule, I knew the hoops. I wasn?t as anxious this time. I thought I knew everybody here, and I thought I was more comfortable this time.?

He also decided to make the experience more fun. It might not have seemed like it when he was introduced and didn?t smile at all, which quickly lit up Twitter. What was up -- why didn?t he smile?

?I didn?t?? he said. ?I couldn?t see. Those lights were kind of bright, so I was trying to look out. Next year. I?ll smile next year.?

Aldridge smiled plenty when he warmed up halftime. After his three-point contest against Howard, he engaged the ballboy in a one-on-one contest. As the kid attempted to guard him, Aldridge dribbled between his legs like Paul and made a move as the kid put his arm up to contest the shot despite their seeming three-foot height difference.

Then the kid went on offense and Aldridge guarded him, always pulling his arm back slightly so as not to block the shot. They went back and forth, again and again, and at one point, Clippers forward Blake Griffin snuck over and gently set a screen on the kid, who will surely never forget the experience.

?He said he could beat me, so I was playing him one-on-one for fun,? Aldridge said. ?I knew I wasn?t going in (the game) that early, so I was having fun with it.?

Aldridge knew the serious stuff would come soon enough ? today, in fact. Aldridge left the Toyota Center quickly as he has a 5 p.m. practice with the Blazers back at their Tualatin practice facility today. The Blazers (25-28) begin their final 29 games three games behind the eighth-place Rockets and know they have little time to waste if they are going to make the playoffs.

With the All-Star Game in Houston, Aldridge fielded plenty of questions about the Rockets and Portland?s chances of catching them. Houston?s star player, James Harden, made his All-Star debut and scored 15 points in 26 minutes, but there was plenty of local concern about his right ankle, which he injured last week.

?It was good, real good,? Harden said.

With a healthy Harden, the Rockets could be tough to catch, and so too could the other teams above Portland. The Blazers return to action Tuesday at the Rose Garden against Phoenix looking to end a five-game losing streak. After that, they?ll have to sweat out Thursday?s trade deadline, although Aldridge does not believe the Blazers will make a deal.

?I think we have a young team, so I don?t see it really helping to make moves,? he said. ?But we?ll see.?

If the Blazers do finish the season with their current roster, Aldridge believes they can still get into the postseason.

?Just taking care of business,? Aldridge said. ?I think we definitely have to pick up our defense, be more determined to win games. If we can win some games early after the break, we can get in the eighth spot.?
